The leftovers are brought to a professional cook who prepares amazing dishes and serves them to homeless in style:

The cook tries to invent new dishes from what food s/he has available. Youtube episodes are created for every dish and serving so that the viewers can see the process as well as reactions/reviews from the homeless.
How would the homeless be invited to come at the right time/place? How does the cook/youtuber achieve fair/equal distribution among the homless?

I think I saw something like that in Kenya. It's called "Mali mali" which translated to English would mean goods for goods. The homeless make crafts like straw baskets or wooden birds and other things. A person then walks around towns and homes announcing "mali mali", if you have any clothes you wish to trade you call the trader and give them to him and then he lets you pick out something from his wares. I thought it was a pretty sustainable model. modernizing the process would be nice too.
