An app that keeps the list of all the apps you've uninstalled and can quickly reinstall them again in case you need it. The idea is to have this for smartphones, but could also be useful on laptops, tablets, etc.
Why?
The storage space is running out on your phone, or there are just too many apps and it got really messy and you want to delete those that you haven't used in a while. The problem is - you might need/want to use those apps in the near or not so near future. It would be best if they could stay on your phone, then you wouldn't need to go through the search and installation process again, but.. (see the beginning of the paragraph).
How it works:
You install the recycling app. It connects to your phone's inbuilt app installation/deletion system. Whenever you are about to uninstall something, the recycling app pops up asking you whether you want to uninstall that particular app totally or whether it should keep it in its memory with the possibility to quickly bring it back.
The recycling app keeps a list of all the apps you chose to potentially resurrect. When you want to do so, you open it and see the list of your uninstalled apps. You see the date when each app was uninstalled and if the same version is still available (and if not, what is available) on google play, apple store, etc. If the app is no longer available to install at all, it might show you similar apps that are available.
When you press "reinstall" the software connects to a certain online source and reinstalls the app from there automatically.
Other remarks:
There are apps that function as recycle bins for smartphones, but they are meant to bring back deleted files, not uninstalled apps. Files still take your phone's memory even in the "recycle bin", uninstalled apps, on the other hand - don't, you'd simply need software that could simplify the reinstallation process for you.

As Darko Savic mentioned for the Google Play Store, I can confirm that in the App Store on iPhone, all downloaded and installed apps stay in your iCloud history. When you delete an app and want to install it again, you can find the same list as Darko mentioned, or you can scroll through the App Store and see a different download icon under the apps you already installed. If you had an app, its download and installation are much faster, meaning they store some information about it, but it's not the app memory I think (Shubhankar Kulkarni).
Also, it seems contradictory that you would want to download and install a third-party app on your phone and allow it to access your inbuilt app installation/deletion system information, but you don't trust google or other systems to do the same, but in faster, more convenient and efficient way.

J. Nikola I explained the reasons for prioritizing a separate app for this rather than google/apple stores in a reply to Darko Savic's comment. The app would keep the track of apps linked to your device, not to your profile. The app could be universal for phones/laptops/tablets, etc. There are no google stores for software dedicated for, e.g. windows, you can download programs from all over the internet.

What about app memory? For example, if I uninstall and reinstall a game, would I start from where I left, or do I need to start afresh? I am asking this because you would need to store the app memory someplace. Where would that be? If you need to start afresh with every app, there is no point in the recycle bin for uninstalled apps.

Shubhankar Kulkarni There is. The point is the convenience of not going to search for the app and reinstall it manually. Also, this way you won't have to remember or write down what the app, that you uninstalled some time ago, was called, it's easy to forget.
The app memory could be stored somewhere on the cloud. Actually, it's a good way of saving phone's memory in the case of deleted files (files that are in the recycle bin) also. Haven't thought about it before.

In google play store, click on your profile image > Manage apps and device > "manage " tab > change the pull-down menu from "installed" to "not installed". There's the list
