How it works
The hat's band stores the plastic sleeve, neatly rolled up. The plastic sleeve isn't heavy, but it reaches your knees. The band contains a sensor where the bow is. Rain dropping onto the sensor activate it, resulting in it deploying the plastic sleeve, which rolls over your shoulders and covers your body.

Judging by the comments, one of the main issues with the idea seems to be storage space. Perhaps, instead of trying to find a way to store enough material to cover someone's body, the design could be changed so that the hat actually transforms into an umbrella (which would require much less material).
The brim of the hat could be adjustable by designing it in a way where the layers fold over each other when the hat is functioning as a hat, but can be extended when it needs to be an umbrella.
Ideally, we would also come up with a way (that does not ruin the aesthetics of the hat) to have the brim sloping down at an angle when it is in umbrella mode to stop water from building up on the hat.
Another benefit of this variation of the idea is that it would basically be one-size-fits-all.

Maybe considering a parachute-inspired pull mechanism could save the user from a raincoat accidentally opening due to random droplets (walking under the trees, balconies, ...).

J. Nikola That's a valid point. To avoid that, you set the sensor to activate after consecutive droplets, not just a few as one splash.

One hurdle I can think of is that even if the thinnest possible material was used, it is still a lot of material to fold back into the hat. It could make the hat awkwardly bulky

Darko Savic Otherwise, you could make the hat's brim the storage. So the sleeve spread out over a large surface makes it less bulky.
