A movie where the cast is entirely made up of people who happened to pass the set while the scene set was being prepared.
Why?

How it works
  1. Everything would be ready except there would be no actors. An amazing script would be made that revolves around a city. Scenes would be shot throughout the city.
  2. People usually gather around to watch a movie scene being prepared. Someone would call out for volunteers that want to be in the movie and fit the role's description. I imagine many people would be up for it.
  3. A quick audition would be made. Several people that somewhat match the role would begin practicing the necessary scene.
  4. As soon as a suitable person is found the scene would be recorded. The process can then move on to the next scene where new people are cast on the spot.

They can be given less important jobs like being a spot boy, a multi-purpose worker. There could be makeup artists or other artists who could prop up the sets for the shoot.

In the Scarlett Johansson sci-fi film Under the Skin (2013), the three small-time supporting characters were not actors but random people who attempted to approach her while she was in character driving. They were filmed with hidden cameras, the director later informed them it was a film. A similar thing was done with multiple people for a travel vlog like (awesome) scene in Rules of Attraction (2002).
Also, show creator and comedian Aziz Ansari used his parents to play themselves in the show Master of None (2015). It's quite obvious they are not actors so it might be an insight into how it would look.
I think your idea would make for a great reality TV show or a promo for a movie. The only thing would be to make sure amateur or schooled actors didn't apply.

Miloš Stanković Yes, I imagine when the word got out that the movie is casting people off the street, professional actors that are just starting out would stalk them to get in.
The director doesn't have to settle for poor performance. They can keep redoing the scene with different people until someone gets it just right.

Darko Savic I like the overall idea. The most important benefit, I think, is discovering unexpected talent, as you mentioned. I think redoing a scene will be time-consuming and costly. They may have a few real actors in the shot and the rest could be regular people, who may have up to two or three dialogues.
