The idea is to create a bullying report platform for organizations. Anyone within an organization could then submit an anonymous bullying report that gets delivered to a few inboxes (for example the CEO and the human resources).
For a small monthly fee, organizations such as schools, labs, companies could sign up for collective access. Each organization would get a dedicated URL (example: bullying.com/spacex) and a password that is shared with all of the employees.
Whether to include names or not is up to the person filing the report. It could just as well be a few lines that hint at trouble within the organization.
Even if people chose to abuse the reporting service and use it to sabotage others, the responsible people in the organization would know that there are problems that need to be addressed.
A superior would announce the service within the organization and pin the URL/password to a board where everyone can see it. How people chose to use it is up to each individual.
The service would keep the bullies in check and relationships within the organization running smoother. At the sign of trouble, the cause would surface quicker and be eliminated. Someone would have to review each case and write a few words on how the case was resolved.
An organization could opt to show stats of the reports so that everyone in the organization knows when something is going on and can be more vigilant.
