An app that allows your local animal adoption agency to create profiles for the available animals which can then be matched with people looking to adopt. There could be a couple of benefits to approaching adoption in this way.
1- You can get to know the animal before adopting them. Often, people walk into a rescue centre and spend like half an hour with the animals before picking one. With this app, the agency can write a comprehensive bio for the animal, paired with photos and videos. This will allow you to really see what the animal's personality is like by following them for a while, ensuring that you get the best match for you.
2- It can be easier for adoption companies to screen people. Humans will also have to set up a profile to use the app, when doing so, they can answer questions about their living conditions, like whether they have other pets, if they have a yard, if they have small children or if they have taken care of a pet before. Adoption agencies can then filter potential matches using these answers to make sure that the animals go to the best possible homes.
3- It could cast a wider net for adoption. If people are willing to travel to collect their pet, they could look at different available animals from all across the nation. This means that places with more homeless animals than people who are looking to get a pet might benefit from getting someone from further away who might not be able to find what they are looking for in their area.
There would obviously be ways to monetize this, either through a paid subscription, taking a percentage of the adoption fee or even simply add revenue, but that's not really the goal of this idea.
The idea is meant to match people with the perfect pets so that they can provide them with loving homes.

Pet playdates
Another variation of this idea could simply be for people who would like their pets to play with other pets.
I am often approached by people while walking my dogs who ask if I would mind letting them off their leashes to play with their dogs for a bit.
While you could simply go to a dog park and be sure to find other dogs there, there are many people who don't live near a park and even when you do go to one, you never know what you'll find there. An app like this would allow you to specify what size/breed/age you are looking for, minimizing the chances of aggression or injury.
You would also be able to make sure that the pets your pets are interacting with are up to date with all their necessary vaccinations and medications.
First meetings would be held in public areas for the safety of both pet owners, after which you would obviously be able to invite each other to your homes in a personal capacity.

Playdates with other humans who don't own a dog
I don't have a dog but would very much like to have one. How about if I could borrow your dog for a day or a few days? This will allow me to enjoy its company and also train me to take care of a dog in case I adopt one.
For you, this would mean doing stuff that you usually couldn't since you have a dog, like traveling to places where dogs are not allowed or if you want to rebuild the doghouse and give your dog a surprise when it returns.
This does not necessarily mean that I want to adopt your dog. It will be fun and engaging for me and convenient for you.

That's a good idea. There would have to be some sort of security measures or vetting process to make sure that people can feel secure about leaving their dog at a stranger.

Meet, play with and micro-sponsor unadoptable/ unwanted/ not-yet-adoptable animals and follow their progress
Some animals cannot easily be adopted. There are often special shelters for these animals with long term/specialised needs, such as elderly pets, traumatised pets requiring rehabilitation, and other pets with high care needs.
These shelters often allow people to sponsor a pet’s expenses for a week or a month or even long-term. Visitors can even visit those shelters to spend time with the animals or (especially since lockdowns) follow them on live stream.
Some people sponsour pets because they're not sure if they want a pet yet or their apartment block can't allow pets, haven't chosen one or they just want to sponsor different pets without adopting. But potentially these animals could become adoptable in future by the sponsors, who would better get to know them.
Because of the gamified rapid-iteration nature of apps like Tinder being a key factor to their retention, this type of mechanic can be capitalised on particularly well for the short-term sponsorships across multiple pets, like sponsoring animals’ shots and toys, etc and being able to visit, or follow their progress on the livestream.
The algorithm could then feature animals who have not gotten sponsorship in a while, in a variation on Tinder’s “secret admirer” mini-game, to draw special attention to them.
This algorithm could work particularly well to match people with the pets that seldom get attention or or are particularly overlooked by the system in the hopes that they will find that special person for them.
There could also be options to organise playdates with pets, events and micro-sponsorships beyond the adoption purpose to keep people engaged in the platform even if they have pets already and are not planning to adopt any more.
Having the ability to recommend a pet to friends via a link, similarly to how some dating sites allow linking of a profile, is another way to keep people interacting and spreading news about the platform and keeping an active community going and is good for shelter fundraising!

A Subscribe/follow model app with exclusive updates for longer-term sponsorships:
I think this would suit longer-term ongoing sponsorships whereas the tinder-like interface might be ideal for unexpected or large expenses or animals particularly needing to get the spotlight.
In this long-term/subscription case, shelters could also use the app itself to post updates on the animals’ progress if they’re being sponsored.
For an example of a lightweight connecting app where you can also “follow” someone’s updates social-media style, you can check out Hornet.
This type of “following” mechanism would also particularly suit a subscription model for long-term sponsorships, similarly to OnlyFans, where sponsors are subscribers and would gain access to exclusive content such as the pet’s livestream, or short clips of them (eg playing with the toy they were sponsored) or general updates (eg a photo of them recovering after surgery).
This kind of feedback of where the money is going and how the animal/s being sponsored are doing ongoingly, and special content for supporters is a strong motivator for encouraging sponsorships particularly long-term!

Groups for larger sponsorship needs:
Similarly to the old mechanism of Tinder’s group meetups, animals with a number of expensive care needs, such as an animal requiring surgery or special medication, could get their own “group” where multiple mini-sponsors could “swarm” to help them out, potentially showing an amount raised towards the goal, similarly to a go-fund-me cause.
This would also help sponsors to see where the greatest needs are - an animal with a smaller group but flagged as “help me get medical care!” and a progress bar and amount would be clearly visible for people to join and help out.

In the series, when they show the different potential dogs, they make something similar to tinder profiles for them. I'm don't like the show, but I thought it was an interesting take on the idea.

Good question Povilas S, I had a look and there are some apps that already exist, but they tend to resemble directories more than matching apps. They allow agencies to post pictures and bios of their available animals, but they don't really match humans with animals. The important distinction is the fact that the people looking to adopt don't really have to create a profile. So these apps are more for picking, rather than matching.

Spook Louw That's what I thought. The issue might be that staff members of the adoption shelters wouldn't have time to scroll through the profiles of the potential owners and hand-pick each one. I think they are happy if someone adopts any animal at all, there's always a lot of animals in the shelters and only some get adopted, so it's disequilibrium in that sense, it's not like on tinder.

Povilas S That could explain why this hasn't been done before, but I don't think it's a very difficult problem to overcome. As a rule, rescue organizations do try and screen people anyway and as most of these sort of organizations work on a volunteer basis, one could simply enlist someone who is dedicated to managing the animals' profiles.
Most of the organizations I follow already post regular updates on the animals in their care, that same info could be used on the app.
I think a lot of organizations are handicapped by not having a large social media following. With an app like this, that problem could be eradicated as everyone looking to adopt will see the animals that they have available.
