This is like a traditional voice assistant except that it does not have to assist you. It has a level of free will allotted to it. It does not even have to reply when you talk. It can also try to start conversations when you do not want to talk.
When one is depressed it can try to entertain you by telling jokes, singing songs, or any other form of entertainment. It can also keep people company when they are at lonely places like when they are walking alone at night or when they are among unfamiliar people.
Such an AI should be customized to criticize bad habits especially the bad habits that adversely affect those around us or habits that could affect a person's health and lifespan. The person could be nagged by the AI every time they smoke cigarettes in a public place. The AI can also be given access to schools so that it can teach and help with assignments when asked. It will also monitor the conduct of both teachers and students.
The AI can notify the police whenever it recognizes criminal activity. It can also help a person to meet new people by being a sort of wingman. The conversations can also be used to evaluate people's moods and tendencies. Suicide rates could be reduced if such a system were in place.

Remember every individual and continue conversations

The AI could remember every individual and be able to pick up conversations where they left off.

The AI could directly ask people "hey, do you mind if I introduce you to some interesting people when we run into them?" Then if the answer is yes, when the person finds themselves in public places such as elevators and waiting rooms where people are often bored, the AI could introduce people to each other by mentioning some common interests they might share.

Great idea! This video from a few years back came to mind. https://www.youtube.com/watch?v=gpzDFN41JH4
Denver International Airport, USA installed an AI Gargoyle that starts a conversation with travelers. It interacts with them to make them laugh.

Since we have this technology, it will be easier to feed such bots with information to curtail the bad habits of people as you Samuel Bello suggested. It could also move around and find people who are sitting alone or those who look sad or alarmed. It could converse with them and cheer them up. It could track people performing bad habits and maybe give them some advice.
