Why?
  • A place to hang out for people who sleep during daytime.
  • A place to hang out if your day was too short.
  • Candle-lit romantic dates during daytime.
  • A way to let kids play "outside at night".
How it works
A Truman's show-like enclosed city area that is packed with restaurants and bars. It includes a park for walks, a playground for kids, a market, etc. During night time the area is artificially lit to simulate a sunny day. In the daytime no outside light is visible. Instead, the area is lit with street lights, etc. When there's evening outside, there's morning inside and vice versa. All the businesses inside play along with the time reversal theme.
The ceiling is high enough for people to feel they are in an open space. Blue skies and clouds are projected on it.

I love this idea, especially since it enables people to do what they would otherwise do at night during the day.
However, I want to suggest an extension to it: the enclosed area should offer different climates.
For instance, if the location is London:
  • It can simulate the sunny plains of Africa
  • Or the humidity of the Amazon forest
If the location is Lagos, which has never experienced snow:
  • It can simulate snow-filled winter months in places like Chicago
Also, the enclosed area should simulate the different weathers of the particular locaton. For instance, if it is winter in a particular place, it can simulate summer or even spring.
Apart from the uses you mentioned, such an enclosed area can serve as:
  • A venue for events like birthdays and wedding ceremonies
For example, someone born in December might fantasize about hosting their birthday in summer. This area will provide them with that opportunity.

Companies that hire people to work only during the night

If this kind of system ever lives, you will have to have more people who live this way. In addition to that, you will have to make companies hire people that will work during the night, too, because not all people who sleep during the day, "play" during the night.
Benefits
  • Cheaper electricity
  • Better energy consumption balance (not all the electricity is spent at the same time during the day)
  • Nights are cooler than days - lower AC consumption
  • Less traffic - shorter commuting

Biologically questionable
I recently found papers that report disrupted sleep quality and circadian rhythms even after longtime night shift working. They analyzed 63 night workers and 77 day workers for one week, all nurses and nurse assistants working for at least 5 years. They wore gadgets which allowed researchers to measure sleep duration, regularity of circadian rhythms, sleep disruptions, etc. It was extremely surprising that night workers had half of the sleep quality compared to those working day shifts. No matter the years of experience, nobody ever accommodated sleep and circadian cycles to the night shift. Moreover, people working night shifts for longer periods have more severe sleep disruptions.
In concordance with the above-mentioned, it's almost impossible to imagine a world where night activities are replaced with day ones for a longer period of time. More studies on the effect of night shifts on human biology are needed.

Great! Companies that offer night shifts could have offices and employee quarters in such enclosed city areas. They would feel like being on the opposite side of the Earth by being right in their city. After their night shift ends or on weekends, they could leave the enclosed space and be with their families. This will also help regularize their physiology. Staying awake at night in perpetuity is harmful to the body.

Another potential market for something like this could be travellers who want to minimize jetlag when arriving at a new destination.
Depending on how much time they have to adjust, they can gradually divide their days between time spent in the "real world" and time spent in the enclosure.
Examples of travellers who might find such a service useful:
  • Professional athletes/teams on tour.
  • Anyone with an important meeting/job as the main purpose of their visit.
  • Pilots/cabin crew who are constantly jumping between timezones.
