How will we stop fully independent AI-powered robot soldiers and riot police when they become a reality and you/we find ourselves among protesters demanding change that isn't in the interest of those instructing the robots?
How do we go against something like this that finds itself in the wrong hands?

Once such robots become a reality the whole world turns into a nice-looking cage for humans. Everyone will be one drone away from inspection/harassment/punishment for exercising their freedom to do things that used to be normal not long ago. Normal today, illegal tomorrow - but this time actually enforceable.

I'm not sure if robotic police vs human police would really change that much. The problem is the control of greater power and being able to enforce things onto the less powerful. The root problem here is, perhaps, how those with less power, who feel ill-treated can defend themselves against those with more power?
Currently, the protesters are in pretty much the same position - the police are usually stronger (they have weapons they can use if needed) and in greater numbers, they can call support, if that's not enough and the situation get's totally out of hands, military can help. The power can always be enforced by the governments by whatever means necessary.
The main difference is, perhaps, the human factor - some policemen/soldiers might not be as effective against other humans, as robots can, especially if justice is on the side of the weaker ones. But the mistreated might also adjust their means of resistance accordingly, if there are no humans on the other side, they might also turn to harsher means of fighting, like blowing the robots with homemade bombs, hacking them, etc.

Strength is in numbers. If humanity comes together, it can take one any amount of robots. After all, it's humanity that produces robots. The government can't produce more than the global population, especially if the engineers turn their backs on the project.

Goran Radanovic Like any other weapons, robots would be produced with good intentions in mind. The story then changes for the people who end up on the receiving end of the tech.
