Some things to keep in mind
  • the process should be intuitively understandable to participants
  • transparent
  • aim for minimal complexity (software-wise)
  • consider how the selection process could be cheated, and design it so that such attempts are unlikely to succeed
  • a bounty challenge can result in many contributions that need to be reviewed. Who will do all the work? Will volunteers be willing to read hundreds of submissions?
  • some bounties go to a single winner, and some can be shared
  • what else did I miss?

Actionability via a specific field

Actionability. It's starting to be a trend to have the answers be principles, thought patterns, or philosophies. Or wearing off-topic, trying to argue against the need for such a challenge in the first place and cluttering, like in the Elon Musk longevity challenge.
I propose adding a special field, along the like of "title of your contribution", mandatory to fill in! Located after the "contribution text" field. In it, you'll have to propose an action to implement your challenge solution. It should have a small word limit to incentivize a high signal to noise ratio.
The challenge solution should have a clear route to implementation and automatization. So that it's not just "think differently" and "look at it from a different angle" takes.
Underneath the contribution, one could have a button for reporting that the action field isn't filled with something actionable. Moderators get a notification about it and check.
All this would lead to less spammy contributions and hence be easier to go through them all and judge. It would also lead to clearer propositions, simpler to weigh in.

If the challenge creator isn't certain which of the contributions deserves the prize the most, they can select five or so of the best propositions, and the platform then sends a mass email where you can vote on the winner between them. Because the voting is done over the platform, you can't vote for your own contribution.
The list for the email is reserved only for those users who have more than two liked ideas posted. Or five liked creative contributions. Something to ensure the voters aren't spam accounts voting for themselves.
Whoever gets the most votes, after 24 hours, gets the bounty. The second most voted on gets the second part of the bounty. In case of ties, the voting is extended for another 6 hours. Or the user who had multiple creative contributions on the vote take it automatically, like in football leagues for more scored goals. But a better, more consistent tie-breaker is needed.

First, categorise each challenge based on the field/domain.
Next, do preliminary screening to select some 'finalist' contributions. This screening can be done by the mods/core team of the platform itself. Some stringency needs to be applied: for example, I cannot be the preliminary screening judge if I am participating in the challenge. Once the top contributions have been selected, send the contributions out to the expert panel. The bounty challenges should be hidden from the judges prior to being sent out to them by the mods. The contributors should also not know who is judging their contributions. Consider this as a blinded peer-review for the contributions. The expert panel can be dynamic. Changing each month, biweekly, etc.
The expert panel will use a standard rubric to score each contribution. The rubric can be field/domain specific and customized. The final score for each section in the rubric will be made public after the bounty ends. A short explanation about why the winner deserved to win will be given by the judging panel.

Sounds pretty complex (software-wise) and not intuitively understandable to a newcomer. It's also labor-intensive which would add cost to the platform operation (moderators)

Darko Savic I don't think it is that complex from a participant's perspective. It is just like a reality show where you get judged by a panel; the only difference is that you don't know who is judging you.

Darko Savic It looks like something complex to start with, but once started, this is pretty much autopilot. Also, it will be free from biases within the platform, less prone to influence, more objective and transparent.

Solutions that can theoretically work as standalone companies should be valued more as there is a bigger chance they'll be implemented.
An issue can be that people present their solution as businessable, yet the economics don't seem right. If someone proposes a solution that requires way more investment than the problem warrants.
So maybe a format needs to be created. Have a simple mini form to fill. For instance, a space for some proof of market need, a space for estimating the cost of implementation of the idea. What else?
Also, establish a hierarchy for businessability. So that it's understood that a ground-up cash flow business proposition reigns supreme over an idea that would require a rich benefactor. I'd also put B2C>B2B. This should be brainstormed further too.
Both Businessability and Actionability could be demanded by the challenge sponsor. If he doesn't want them, they could be ticked off.

Only in the case of hundreds of competitors, as then the participants themselves would have to try to poke holes in the propositions of others to improve their own chances.
Now, there is a sense of a small community and a more personal relationship between the users, hence the unwillingness to try and take money out of someone else's pocket by negatively commentating on the contributions. When this is the person that will be liking/disliking your content on other ideas and challenges.
But there's also hesitancy to poke holes in contributions (verify them) if it's a brand new user too, as they might get discouraged by it, and I think that the Slack team knows it and understands the importance of growing the platform.
Before the platforms attracts way more users, there is a need for a moderator team. But then the question is, can they compete for the bounty themselves? If you put in a challenge, you're out of the moderation/jury team for that bounty?
